ABOUT THE POSITION
We are seeking a Senior Medicare Outreach & Program Specialist to support the Pennsylvania Senior Medicare Patrol (SMP) program within the Pennsylvania Department of Aging. This position helps Medicare beneficiaries, their families, and caregivers prevent, identify, and report Medicare fraud, errors, and abuse. The role combines senior-focused community outreach, Medicare education, complex case support, volunteer management, program administration, and data analysis. The ideal candidate will have professional experience working directly with older adults and a background in human services, social work, healthcare outreach, case management, or a related field. IMPORTANT: Direct professional experience working with the aging/senior population is required for this opportunity.
KEY RESPONSIBILITIES
Senior & Medicare Beneficiary Support
- Provide one-on-one assistance to Medicare beneficiaries, families, and caregivers.
- Assist beneficiaries with complex questions involving Medicare billing errors, potential fraud, and healthcare abuse.
- Research and interpret Medicare rules and guidelines to help resolve beneficiary concerns.
- Help Medicare beneficiaries understand healthcare statements and bills and identify potential errors or fraudulent activity.
- Coordinate with healthcare providers, government agencies, and other organizations when necessary.
- Refer appropriate cases to federal or state agencies and law enforcement.
Community Outreach & Education
- Conduct educational presentations and outreach activities for Medicare beneficiaries, caregivers, and community organizations.
- Educate the public on Medicare fraud, healthcare billing errors, scams, and abuse prevention.
- Identify and participate in community events and outreach opportunities throughout the assigned region.
- Develop and maintain relationships with organizations serving older adults.
- Visit Area Agencies on Aging (AAAs) to provide technical assistance and consultation.
- Support statewide outreach plans, campaigns, educational materials, and reporting requirements.
Volunteer Management
- Recruit, onboard, train, and retain volunteers within the assigned region.
- Coordinate volunteer outreach activities and identify appropriate community opportunities.
- Assist with volunteer training and educational programs.
- Maintain accurate volunteer records and utilize required volunteer management systems.
Program Administration & Analysis
- Research and analyze program data, issues, and trends.
- Prepare reports regarding program effectiveness and outreach activities.
- Review policies, procedures, and regulations to ensure program compliance.
- Enter beneficiary interactions, outreach activities, and complex case information into the program's database.
- Assist with program planning, reporting, compliance, and process improvement.
- Research issues and develop recommendations regarding program operations and services.
- Maintain accurate and timely documentation in accordance with legal and departmental requirements.
REQUIRED QUALIFICATIONS
- Minimum of 2 years of professional human-services experience involving research, outreach, case management, or social services.
- Direct professional experience working with older adults/seniors is required.
- Bachelor's degree in Communications, Social Work, Public Health, or a related field preferred; equivalent education and experience may be considered.
- Strong written and verbal communication skills.
- Strong organizational skills and ability to manage multiple priorities.
- Ability to work independently while collaborating with a statewide team.
- Strong computer skills, including Microsoft Office.
- Ability to accurately document case information and meet required deadlines.
- Ability and willingness to travel extensively throughout the assigned region.
PREFERRED QUALIFICATIONS
- Experience working with a state or local aging/human-services program.
- Experience with Medicare, Medicaid, healthcare billing, or healthcare services.
- Social work or case management experience involving older adults.
- Senior outreach or community education experience.
- Volunteer recruitment, training, or management experience.
- Experience working with Area Agencies on Aging or senior-serving organizations.
- Knowledge of Medicare fraud, healthcare fraud, billing errors, or abuse prevention.
- Experience working with government programs, regulations, or compliance requirements.
TRAVEL REQUIREMENT
This is a home-based/field position serving the Southwestern Pennsylvania region. Approximately 50% of business hours may involve travel for community outreach, education, meetings, technical assistance, and other program activities. The assigned region includes: Mifflin, Juniata, Perry, Cumberland, Adams, Franklin, Fulton, Huntingdon, Bedford, Blair, Cambria, Somerset, Fayette, Westmoreland, Indiana, Armstrong, Allegheny, Beaver, Washington, and Greene counties. Candidates must be comfortable traveling throughout the assigned region as required.
