Medicare Outreach Program Specialist
Location: Northwest Pennsylvania
Pay Rate: $26.00 per hour
Schedule: Monday–Friday, 8:00 AM–4:30 PM
Lunch: 12:00 PM–1:00 PM
Employment Type: Full-Time Contract
Travel: Approximately 50% within the assigned region
Work Arrangement: Primarily remote/home-based with regular field travel and in-person outreach
ABOUT THE ROLE
We are seeking a Medicare Outreach Program Specialist to support the Pennsylvania Senior Medicare Patrol (SMP), a Pennsylvania Department of Aging program focused on helping Medicare beneficiaries, families, and caregivers prevent, detect, and report Medicare fraud, errors, and abuse. This position combines community outreach, beneficiary assistance, case coordination, volunteer management, and program support. The Regional Program Specialist will educate Medicare beneficiaries, assist with complex Medicare-related concerns, coordinate community outreach activities, recruit and support volunteers, and maintain accurate program documentation. The position serves Northwest Pennsylvania and requires regular travel throughout the assigned region.
ASSIGNED REGION
Candidates should be based within reasonable commuting distance of the Northwest Pennsylvania service area, which includes: Clearfield, Jefferson, Elk, Cameron, Potter, McKean, Forest, Clarion, Butler, Lawrence, Mercer, Venango, Warren, Crawford, and Erie counties.
KEY RESPONSIBILITIES
- Provide one-on-one assistance to Medicare beneficiaries, families, and caregivers regarding potential Medicare billing errors, fraud, and abuse.
- Help beneficiaries understand Medicare statements, healthcare bills, and potential fraudulent activity.
- Research Medicare rules, regulations, and guidelines to assist with complex beneficiary concerns.
- Coordinate referrals to appropriate state or federal agencies and law enforcement when necessary.
- Conduct educational presentations and community outreach regarding Medicare fraud prevention and detection.
- Attend community events and work with organizations serving older adults.
- Build relationships with Area Agencies on Aging and other community and statewide organizations.
- Recruit, onboard, train, and support volunteers within the assigned region.
- Assist volunteers in identifying appropriate community outreach opportunities.
- Maintain accurate records of beneficiary interactions, outreach activities, cases, and volunteer activities.
- Research program data, trends, regulations, and policies and assist with recommendations for program improvements.
- Assist with program reports, outreach planning, compliance activities, and other administrative functions.
- Participate in required SMP training, privacy/confidentiality training, and other program training.
- Travel throughout the assigned Northwest Pennsylvania region for meetings, outreach events, presentations, and other program activities.
QUALIFICATIONS
- Required: Bachelor's degree in Communications, Social Work, Public Health, Human Services, or a related field.
- At least 2 years of professional experience providing human services, social services, outreach, research case management, or related client support.
- Strong verbal and written communication skills.
- Ability to work independently and manage multiple priorities.
- Strong organizational and documentation skills.
- Basic proficiency with Microsoft Office and computer-based data entry.
- Ability and willingness to travel throughout the assigned region approximately 50% of business hours.
Preferred
- Experience working within a statewide or government human-services program.
- Experience with Medicare, Medicaid, healthcare, aging services, or benefits programs.
- Community outreach or public education experience.
- Volunteer recruitment, training, or management experience.
- Experience working with older adults or their caregivers.
- Knowledge of healthcare fraud, waste, abuse, billing, or insurance-related issues.
IDEAL CANDIDATE
The ideal candidate has a background in social work, public health, communications, human services, healthcare, or aging services and enjoys working directly with people and communities. This position is well suited for someone who can combine strong communication and customer-service skills with research, documentation, outreach, and problem-solving abilities.
IMPORTANT REQUIREMENTS
- Bachelor's degree in a relevant field is required.
- Approximately 50% travel throughout the assigned Northwest Pennsylvania region is required.
- Position requires excellent verbal and written communication skills.
- Candidates must be comfortable providing presentations and interacting with community organizations, volunteers, Medicare beneficiaries, and caregivers.
- Ability to work from home while traveling regularly throughout the assigned region.
