Phoenix International Holdings, Inc. is seeking a Program Manager for Marine Services in Largo, MD. The role coordinates all aspects of the Marine Services contract, overseeing operations, engineering, financial, and reporting elements.

The PM reports to the General Manager and is based in Largo, MD. The candidate will manage field operations, budgets, PMS, and contract compliance while maintaining professional relationships with customers and internal teams.

Qualifications

• Undergraduate degree from an accredited college or university.
• Minimum six years of management and leadership experience with complex marine operations.
• Ability to obtain a TS-SCI security clearance.
• Proficiency in MS Office Suite and MS Project software.
• Experience with management of marine services including offshore personnel, vessels, and ROV operations.
• Strong project management, cost estimating, cost control, scheduling, and logistics skills.

Responsibilities

• Coordinate Marine Services contract field operations and personnel assignments.
• Manage Marine Services budget to meet annual profit and revenue objectives.
• Establish and report on PMS for Government Furnished Equipment.
• Report budget status to client as required.
• Monitor industry developments to plan system upgrades and part replacements.
• Ensure compliance with Safety Programs, QMS, and company policies.
