Phoenix International Holdings, Inc. is seeking a Program Manager for Marine Services in Largo, MD.

You will coordinate all activities under the Marine Services contract, monitor operations, engineering, financial and reporting aspects, and maintain direct communication with the customer and the Phoenix Program Management group. The ideal candidate has an undergraduate degree and at least six years of senior management experience in marine operations, is eligible for TS-SCI clearance, and excels

Qualifications

  • Undergraduate degree from an accredited college or university.
  • Minimum six years of management and leadership experience with complex marine operations involving multiple government and commercial organizations.
  • Ability to obtain a Top Secret - Sensitive Compartmented Information (TS-SCI), U.S. Government security clearance.
  • Proficiency in the use of computers and Microsoft (MS) Office Suite and MS Project software.
  • Experience with management of similar marine services. These include offshore personnel, vessels, and undersea equipment associated with Remotely Operated Vehicle operations and deepwater hoisting operations.
  • Demonstrated understanding of project management and control, cost estimating, cost control, operations scheduling, operations forecasting, manpower requirements and utilization, and logistics support.
  • Ability to provide direction and support to achieve mission requirements.
  • Ability to establish and maintain a high level of professionalism and morale within the operations staff.
  • Excellent organization and communication (written and verbal) skills and the ability to meet critical deadlines and manage multiple priorities in a fast-paced environment.
  • Ability to travel worldwide, on short notice, for indefinite periods of time.
  • Ability to pass a pre-employment drug/alcohol screen and background check, as required.

Responsibilities

  • Reports the Marine Services contract budget status to the client, as required.
  • Monitors developments in the industry to recommend system upgrades and/or piece/part replacement planning and execution.
  • Ensures compliance with Phoenix’s Safety Programs, the Phoenix Quality Management System (QMS), and company policies, processes, and procedures.
  • Cultivates and maintains a rewarding, satisfying, challenging, and safe Departmental work environment that will attract and retain quality personnel.
  • Reviews, approves, and generates (if necessary) all cost estimates, tracks costs, and reports status of all Marine Services contract Delivery Orders.
  • Ensures compliance with all contract requirements, including but not limited to, billing rates, invoice review and approval, substitution of personnel, applicable FAR clauses and subcontractor flow downs, Contract Data Requirements Lists (CDRLs), cost tracking and reporting, and the Small Business Subcontracting Plan.
  • Ensures all identified operational positions are filled with qualified, properly trained, and motivated personnel in accordance with applicable laws and company policies.
  • Closely coordinates various groups of management, engineering, operations, logistics, and support personnel resources to create and sustain an efficient project team.
  • Ensures overall satisfaction of customer with Phoenix’s contract performance.
  • Ensures each employee is given an annual review.
  • Develops and implements a training plan for each employee.
  • Develops and implements operational safety standards.

SUMMARY DESCRIPTION:

The Program Manager for Marine Services coordinates all related activities performed under the Marine Services contract. Contract work is classified. This person monitors the operations, engineering, financial, and reporting aspects of the contract. The Program Manager also maintains a clear and concise direct line of communication with the customer and the Phoenix Program Management group. The position is based in Largo, MD and reports to the General Manager.
