OpenGov powers more effective and accountable government. The Senior Manager, Payroll owns US payroll end-to-end and drives accuracy, compliance, and automation across all jurisdictions where we employ people.

This in-office role oversees a lead payroll specialist and collaborates with Finance, Accounting, HR, Enterprise Applications, Engineering, and Legal. Based in Dallas, you will shape payroll processes and scale with the business.

Qualifications

• Bachelor's degree in accounting, finance, or a related field.
• 8+ years of US payroll experience, including 3+ years managing payroll staff.
• Hands-on experience with Workday Payroll and ADP SmartCompliance.
• Excellent attention to detail and ability to deliver accurate payroll on tight deadlines, with Excel/Google Sheets proficiency.
• Sound judgement, action-oriented, and cross-functional collaboration.
• Comfortable using AI-native tools to accelerate workflows.

Responsibilities

• Own end-to-end payroll processing for the United States, ensuring accuracy and compliance.
• Manage payroll tax compliance across jurisdictions and drive audits to completion.
• Partner with HR on 401(k), HSA, and FSA administration and deductions.
• Provide tax information for RSU settlements and support RSU administration.
• Manage quarterly and year-end employment tax reporting and payroll GL reconciliations.
• Design and maintain payroll controls and supportive audit documentation.
• Improve processes and systems with automation to scale without headcount growth.
• Supervise and develop the lead payroll specialist.
