Lockheed Martin is seeking a seasoned S&T Senior Manager to shape initiatives within the DoW technology landscape and advise business areas on strategy and opportunities across the development and acquisition lifecycle.

The role requires deep DoD knowledge, strong briefing skills, and proven ability to engage stakeholders, influence internal planning, and identify disruptive technologies for national defense missions.

Qualifications

  • 8+ years of direct experience with DoD R&D organizations.
  • In-depth understanding of the DoD S&T enterprise (OSD(R&E), DARPA, AFRL, ARL, ONR).
  • Experience with DoD budget formulation and PPBE.
  • Familiarity with defense policy environments and think tanks.
  • Familiarity with Lockheed Martin advanced tech programs.
  • Ability to assess impact of emerging tech on defense capabilities.
  • Subject matter expertise in at least one area (hypersonics, directed energy, missile defense, counter-UAS).
  • Exceptional communication, briefing, and stakeholder engagement skills.
  • Active DoD security clearance – Secret.

Responsibilities

  • Provide expert insight on DoW S&T orgs, rapid capability offices, and defense accelerators.
  • Advise LM Business Areas on customer needs to inform IRAD/CRAD strategies and win CRAD opportunities.
  • Track trends in DoD R&D, prototyping, and technology development.
  • Interpret DoD PPBE processes to inform company strategy and investments.
  • Monitor defense authorizations and provide briefings to staff on Armed Services/Appropriations Committees.
  • Engage with defense-focused think tanks to stay aware of policy trends.

  • Prepare white papers, market assessments, and strategic recommendations for leadership.

  • Provide expert-level insight and analysis on DoW S&T organizations including OSW/Service laboratories, rapid capability offices, and commercial tech accelerators for defense.
  • Advise business areas on customer needs and trends to inform Internal R&D (IRAD) and Contracted R&D (CRAD) strategies. Provide customer insights for Business Areas to inform internal investments, shape and win new CRAD opportunities, and maintain customer relationships post-award.
  • Track and interpret trends in DoD fundamental and applied research, advanced technology development, and prototyping efforts.
  • Analyze and interpret the DoD budget planning, programming, budgeting, and execution (PPBE) process to inform company strategy and investment decisions.
  • Monitor congressional defense authorizations and appropriations, including preparing and delivering briefings to professional staff members on the Armed Services and Appropriations Committees.
  • Engage with defense-focused think tanks and advisory organizations to maintain awareness of key policy and strategic trends.
  • Identify and assess disruptive technologies relevant to national defense missions.
  • Prepare white papers, market assessments, customer briefings, and strategic recommendations for internal leadership.
  • Serve as the voice of the customer, leveraging exquisite knowledge of DoD S&T stakeholders to influence internal planning and execution.
Manages the company's federal and/or state legislative and regulatory affairs with elected officials and government officials in regulatory and other agencies and their respective staffs. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Monitors the company's product line is reflected to best advantage and lobbying activities are successfully pursued. Monitors progress of legislative and regulatory issues of interest to the company and provides analysis to company official. Oversees the development of strategy for and visits elected government and regulatory officials to advise them of company issues. Insures that work is done with designated trade and business associations on political, legislative and regulatory issues of importance to the company.Basic Qualifications

Desired Skills
  • Advanced degree in a technical or policy-related field (e.g., Engineering, Physics, Public Policy, Defense Studies).
  • Experience briefing and coordinating with congressional staff, particularly those supporting defense authorizations and appropriations.
  • Prior experience in a business development or strategic planning role supporting DoD technology programs.
  • Active DoD security clearance – Top Secret, eligible for SCI
