Job summary

U.S. Soccer Federation seeks a Senior Manager, Program Delivery & Transformation to operationalize the strategic vision for U.S. Refereeing across the national system.

You will connect people, programs, technology, and partnerships, coordinating across Education & Development, Technology & Platforms, Operations, Communications, Soccer Markets, and Referee Leadership to strengthen refereeing nationwide.

Qualifications

• Bachelor's degree or equivalent professional experience.
• 7+ years of experience leading complex programs, organizational initiatives, or cross-functional projects.
• Proven ability to lead delivery across multiple stakeholders and workstreams.
• Demonstrated ability to influence without direct authority and build trust across diverse stakeholder groups.
• Experience leading organizational or operational change initiatives.
• Strong planning, organizational, facilitation, and execution skills.
• Excellent written and verbal communication skills.
• Ability to navigate ambiguity while maintaining momentum toward strategic objectives.
• Demonstrated systems thinking with the ability to connect operational details to broader organizational goals.
• Ability to move comfortably between strategic planning and hands-on execution.
• General knowledge of soccer.
• Proficiency with Microsoft Suite (Word, PowerPoint, Excel, Outlook).

Responsibilities

• Translate the strategic vision for U.S. Refereeing into practical, scalable solutions.
• Develop implementation strategies with the Head of Refereeing and identify risks for successful execution.
• Lead delivery of priority initiatives from concept through adoption and evaluation.
• Create structured implementation plans with governance, stakeholder engagement, communications, and rollout.
• Balance strategic planning with hands-on execution to deliver operational reality.
• Evaluate national, regional, and local delivery for consistency and sustainability.
• Lead change management to help stakeholders adopt improvements in refereeing operations.
• Track programs and processes to identify opportunities to strengthen the referee experience.
• Foster collaboration across Education & Development, Technology & Platforms, Operations, Communications, Soccer Markets, and other departments.
