Job summary

U.S. Soccer Federation is seeking a Senior Manager, Program Delivery & Transformation to translate strategic priorities for refereeing into practical actions across the national system.

Qualifications

• Bachelor's degree or equivalent professional experience.
• 7+ years of experience leading complex programs, organizational initiatives, or cross-functional projects.
• Proven ability to lead delivery across multiple stakeholders and workstreams.
• Demonstrated ability to influence without direct authority and build trust across diverse stakeholder groups.
• Experience leading organizational or operational change initiatives.
• Strong planning, organizational, facilitation, and execution skills.
• Excellent written and verbal communication skills.
• Ability to navigate ambiguity while maintaining momentum toward strategic objectives.
• Demonstrated systems thinking with the ability to connect operational details to broader organizational goals.
• Ability to move comfortably between strategic planning and hands-on execution.
• General knowledge of soccer.
• Capable of working in fast-paced and demanding environments.
• Must be able to connect the "micro" details to the "macro" vision and mission.
• Proficiency with Microsoft Suite (Word, PowerPoint, Excel, Outlook).

Responsibilities

• Translate the strategic vision for U.S. Refereeing into practical, scalable solutions.
• Develop implementation strategies with the Head of Refereeing and ensure successful execution of priorities.
• Lead delivery of priority initiatives from concept through implementation, adoption, evaluation, and continuous improvement.
• Develop structured implementation plans with governance, stakeholder engagement, communications, education, rollout, and measurable outcomes.
• Balance strategic planning with hands-on execution to move initiatives from concept to operational reality.
• Continuously evaluate how refereeing programs are delivered nationally, regionally, and locally, identifying opportunities to improve consistency and sustainability.
• Lead change management efforts to help stakeholders understand, adopt, and sustain improvements in how refereeing operates.
• Evaluate programs, services, and processes as an interconnected system to strengthen the referee experience.
