Job Description

The Senior Manager, Project Delivery will oversee the delivery of capital projects, including project management, construction management, Engineering, Procurement and Construction (EPC) coordination, project controls, cost estimation, budget oversight, Request for Proposals (RFPs)/contracts, project closeout, and coordination with internal support functions.Additionally, this role ensures that projects are justified by system needs and aligned with reliability, safety, cost-effectiveness, board scrutiny, community expectations, and approved capital priorities. Serves as the lead for capital project execution and strengthens internal governance to reduce overreliance on consultants and contractors while improving capital utilization, project accountability, and delivery performance.

Key Responsibilities

Capital Project Delivery Leadership

  • Lead the planning, execution, monitoring, and closeout of utility capital projects.
  • Provide governance for project scope, schedule, cost, risk, quality, safety, and stakeholder communication.
  • Ensure each capital project has a clear business case tied to system need, reliability, safety, compliance, customer service, cost-effectiveness, or asset condition.
  • Establish disciplined project delivery processes from intake through final closeout.
  • Improve capital utilization by strengthening project readiness, execution cadence, and accountability.
  • Ensure projects are prepared for internal governance, executive review, board scrutiny, and community visibility.

Project Management

  • Manage the capital project portfolio across multiple utility asset classes.
  • Oversee project planning, scheduling, governance, status reporting, and risk management.
  • Coordinate resources across Engineering, Planning, Operations, Procurement, Finance, Legal, Safety, Environmental / Permitting, Customer Solutions, and other stakeholders.
  • Ensure projects are delivered safely, on schedule, within approved budget, and to required quality standards.
  • Establish project performance metrics, dashboards, meeting cadence, and reporting processes.
  • Provide clear ownership for project scope, assumptions, milestones, risks, issues, and decisions.

Construction Management

  • Provide owner-side construction oversight for utility infrastructure projects.
  • Manage contractor performance, field coordination, schedule adherence, safety compliance, quality control, and construction progress.
  • Ensure construction activities are properly coordinated with operations, outages, customers, permitting, materials, commissioning, and restoration requirements.
  • Support field issue resolution, change management, punch-list completion, and turnover to Operations.
  • Strengthen internal construction management capability to reduce dependency on outside field resources where practical.
  • Ensure contracted construction work is governed with strong owner representation and accountability.

Project Controls, Cost Estimation, and Budget Oversight

  • Ensure project cost estimates, budgets, schedules, forecasts, and variance reports are developed and maintained.
  • Coordinate with Finance and Project Controls for capital budget tracking, cost reporting, accruals, forecasts, and financial governance.
  • Establish project controls for scope, schedule, budget, risk, contingency, change orders, and contractor performance.
  • Support capital budget planning and capital expenditure oversight.
  • Improve visibility of project cost, schedule, commitments, risks, and forecast-to-complete.
  • Ensure project group costs are appropriately charged to capital projects where allowed.
  • Identify cost savings through improved planning, scope definition, estimating, procurement, and contract controls.

RFPs, Contracts, and Procurement Support

  • Lead or support RFP development for capital projects, engineering services, materials, equipment, EPC work, and construction services.
  • Improve bid package quality, scope clarity, technical specifications, commercial requirements, evaluation criteria, and award recommendations.
  • Coordinate with Procurement, Legal, Engineering, Finance, Operations, Safety, and Environmental / Permitting on contract strategy and execution.
  • Support contract negotiation, contract administration, contractor performance management, compliance tracking, and claims avoidance.
  • Strengthen internal governance for services, EPC, material, equipment, and construction contracts.
  • Reduce change orders, claims, delays, and rework through better front-end planning and contract discipline.

Project Closeout and Documentation

  • Establish consistent project closeout standards and accountability.
  • Ensure timely completion of as-builts, commissioning records, test reports, warranties, punch lists, asset records, financial closeout, and lessons learned.
  • Coordinate closeout documentation with Engineering Admin Support, CAD / GIS, Document Control, Operations, Finance, Engineering, and Asset Management.
  • Ensure completed projects are properly transitioned to Operations and Asset Management.
  • Improve records discipline so project information is complete, searchable, and usable for future maintenance, planning, and capital decisions.

CIP and Long-Term Maintenance Process Coordination

  • Responsible for supporting the Maintenance and CIP staff within the Projects & Construction group.
  • Coordinate with Planning, Asset Management, Engineering, Operations, and Finance to support the Capital Improvement Plan process.
  • Help convert planning studies, system needs, asset condition, reliability issues, customer growth, and operational needs into executable capital projects.
  • Support long-term maintenance, lifecycle replacement, and reliability improvement programs through project execution.
  • Ensure capital project pipelines are practical, prioritized, justified, funded, and execution ready.
  • Provide project delivery input into capital planning, budget sequencing, resource planning, and project prioritization.

Strategic Project Delivery Improvement

  • Build stronger in-house owner capability for project governance, construction oversight, RFP development, cost control, and closeout.
  • Support organizational goals such as engineering consolidation, fiber network expansion, distribution reliability, renewable and special projects, and improved capital delivery.
  • Create a delivery organization that supports other VPs and executive leaders by absorbing cross-functional project workload with clear ownership.
  • Promote a disciplined execution culture focused on safety, reliability, cost control, schedule accountability, and continuous improvement.

Strategic Objectives

  • Improve project justification based on system need, reliability, safety, asset condition, customer needs, compliance, and cost-effectiveness.
  • Strengthen board and community confidence in capital project decisions.
  • Improve RFP quality, procurement outcomes, engineering services contracts, EPC contracts, and construction contract performance.
  • Build stronger in-house project delivery and construction management capability.
  • Improve utilization of approved capital funds.
  • Create a reliable pipeline from planning studies to CIP approval to project execution.
  • Support new strategic goals such as fiber network expansion, engineering consolidation, renewable integration, and project delivery maturity.
