Job summary

Illinois Housing Development Authority seeks a Manager – Physical Inspection to lead inspection programs and ensure regulatory compliance for IHDA-assisted developments. The role oversees staff and vendors, coordinates with partners, and drives quality control across inspections and data systems.

Responsibilities include training, supervising, contract administration, and ensuring adherence to NSPIRE/REAC standards while supporting audits and pre/post-closing activities.

Qualifications

• Bachelor’s degree required; experience may substitute at department's discretion.
• At least 5 years’ experience inspecting, bid reviews, and needs assessments.
• At least 3 years of supervisory experience.
• NSPIRE and REAC certifications required within one year.
• Valid driver’s license and access to a personal vehicle.
• Moderate travel 15–20% annually.

Responsibilities

• Analyzes risk and regulatory requirements to schedule physical inspections.
• Provides on-site presence at IHDA developments, training staff or vendors.
• Trains and assesses performance of inspection staff for IHDA standards.
• Manages third-party inspection contracts, onboarding and quality control.
• Assigns inspections to in-house or contracted personnel with oversight.
• Oversees QA of inspections and reporting across IHDA systems.
• Oversees IRS Form 8823 filings and timely compliance submissions.
• Maintains data integrity across IHDA systems from assignment to closeout.
• Develops coordination with USDA Rural Development and audits.
• Participates in pre/post-closing discussions and loan monitoring.
