Illinois Housing Development Authority is seeking a Manager - Physical Inspection within the Asset Management division. The role oversees physical inspection activities for IHDA-assisted developments, including on-site QA, vendor management, and NSPIRE/REAC compliance, with travel requirements of about 15-20% annually.

The position requires a bachelor’s degree, 5+ years of inspection experience, supervisory skills, and NSPIRE/REAC certifications.

Qualifications

• Bachelor’s degree required; education may be substituted at the department's discretion.
• At least 5 years’ experience conducting inspections and needs assessments for federally financed multifamily housing.
• At least 3 years of supervisory experience.
• NSPIRE and REAC knowledge and training within 1 year.
• Proficiency in Microsoft Office and HUD inspection software.
• NSPIRE and REAC certifications to be achieved within 1 year.
• Valid driver’s license and access to a personal vehicle.
• Moderate travel up to 15-20% annually.
• Must reside in Illinois or be willing to relocate.

Responsibilities

• Analyze risk and regulatory requirements to schedule inspections with coordination across teams.
• Provide on-site presence at IHDA developments for QA, training, and supervision (15-20% travel).
• Train and assess performance of Physical Inspection staff and vendors.
• Manage contract administration for third-party inspection vendors.
• Assign inspections to staff and contracted personnel with reporting oversight.
• Oversee QA of inspections and data review across systems.
• Oversee IRS Form 8823 filing process and timely submissions.
• Maintain data integrity across IHDA systems.
• Coordinate with USDA Rural Development and assist audits.
• Participate in pre-closing, closing, and post-closing discussions.
• Refer troubled properties to Portfolio Risk Management.
• Handle additional duties as assigned.
