Job summary

Q2IMPACT seeks an experienced M&E Specialist to serve as the senior technical lead for monitoring, evaluation, research, and performance management on the DOS MEL platform. You will ensure rigor, quality, and compliance with 18 FAM 301.4 while coordinating with the COR and field teams.

You will design evaluations, develop data collection methods, analyze findings, and translate results into actionable recommendations for senior decision-makers.

Qualifications

• Master's degree in evaluation, economics, statistics, public policy, international development, or related field.
• Minimum 10 years of experience in monitoring, evaluation, learning, research, or performance management.
• Experience designing and leading complex evaluations for U.S. Government programs.
• Active Secret-level security clearance required.

Responsibilities

• Lead design/implementation of evaluations, monitoring systems, and data collection methods.
• Provide technical oversight and quality assurance for MEL deliverables.
• Advise stakeholders on project design, performance measurement, and learning practices.
• Supervise multidisciplinary teams across dispersed locations.
