Chicago Housing Authority seeks a seasoned Counsel to represent CHA in state, federal, and administrative forums, guiding housing matters and the HCV program. The role blends litigation leadership with advisory duties and staff supervision.

The ideal candidate has a strong track record in federal/state court litigation, excellent written advocacy, and a growth mindset to master CHA’s housing-related matters. A 90-day probation enables remote work one day per week as events warrant.

Qualifications

• Juris Doctor degree required; admission to Illinois bar in good standing; licensed to practice in federal courts; minimum ten years of litigation experience including briefs, motions, and oral advocacy.

Responsibilities

• Lead and trial counsel in state and federal court and in administrative forums.
• Supervise attorneys and non-attorneys; train and review work; co-supervise year-round internship program.
• Evaluate disputes in pre-litigation to determine best action for favorable resolutions.
• Provide research, analysis, and counsel on federal/state law, housing regulations, CHA policies, and ordinances.
• Advise client departments on policy compliance and achieving CHA goals.
• Support Deputy General Counsel by managing matters, supervising staff, and reviewing work product.
• Assist with reporting and other duties; adapt to CHA and departmental needs.
• Perform additional duties as needed to meet CHA requirements.
