The candidate will function as a business analyst, systems analyst, functional architect, testing lead, and institutional knowledge holder for subsidized childcare systems at municipal/state scale. On‑site required.

Qualifications

• 6+ years PowerBuilder (client/server) with code modification.
• 6+ years IBM Informix DBs, SQL optimization, stored procedures.
• Experience interpreting legacy financial, eligibility, and payment logic embedded in code.

Responsibilities

• Decompose legacy ACCIS system and document behavior thoroughly.
• Reverse engineer undocumented rules and ensure forward-compatible solutions.
• Lead business and systems analysis with hands-on development in legacy and modernization.
• Author granular requirements mapping legacy logic to future state.
• Ensure zero disruption to childcare subsidies and payments.
• Coordinate QA/UAT across legacy and modernization platforms with regression controls.
