Job summary

The State of Oklahoma is seeking an experienced Senior Learning and Development Specialist to design, deliver, and evaluate impactful learning programs that align with agency goals and employee growth. You will facilitate both in-person and virtual sessions, develop ILT, VILT, e-learning, and blended programs, and collaborate with subject matter experts to close skill gaps.

Responsibilities include overseeing supervisory training, maintaining the LMS, and ensuring content aligns with competency

Qualifications

• Bachelor’s degree and one year of education or training experience plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses
• Or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor’s degree and one year of experience in education or training plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses
• Master’s degree in adult education or human resource development with one additional year of qualifying experience in software applications used for rapid development of training materials and online courses
• 3+ years of experience developing training programs or E-learning courses

Responsibilities

• Design and implement training programs using adult learning methodologies
• Facilitate engaging in-person and virtual learning sessions and update training methods and curriculum
• Develop content for ILT, VILT, E-learning, microlearning, and blended learning programs
• Create job aids, learning guides, assessments, and performance support tools
• Oversee and develop supervisory courses and track supervisory training requirements
• Collaborate with Subject Matter Experts to identify skill gaps and learning solutions
• Collect data to support learning initiatives and staff training requirements
• Maintain relationships with facility training liaisons and staff
• Administers Learning Management System and interfaces with authoring tools
• Align learning strategies with organizational goals and competency framework
• Gather learner feedback and performance data to improve content and outcomes
