Job summary

Kitchell seeks an experienced Justice Sector Development Manager for the Central California region, specifically San Luis Obispo, CA. The role involves leading a large justice project as part of the leadership team, delivering design management and pre-construction services as an Owner’s Representative.

The ideal candidate has extensive design-build experience, strong leadership, and the ability to manage schedules, budgets, and compliance across multiple stakeholders and agencies.

Qualifications

• Bachelor’s degree in construction management, architecture, engineering, or related field is required
• 12 years of related work experience in project/construction management or administration is required
• Design-Build experience is required; DBIA preferred

Responsibilities

• Plan and coordinate the execution of pre-construction activities for a new design-build courthouse
• Act as Owner’s Representative with client-facing responsibilities
• Develop and monitor preconstruction schedules and budgets to align with goals and constraints
• Identify and mitigate design risks including schedule delays and budget overruns
• Ensure design supports ADA accessibility, sustainability, and code compliance
• Provide leadership and management support to the project team
• Coordinate with Design-Builder and Owner’s project personnel and conduct project meetings
