Job summary

Texas Health and Human Services is seeking a senior-level Computer Programmer Analyst to lead development of complex applications in a state-wide context. The role involves end-to-end software development, including design, coding, testing, and stakeholder coordination, with an emphasis on performance, scalability, and reliability.

The position requires 40 hours per week, be based in an HHS office in Austin, TX, and may include occasional after-hours work and travel.

Qualifications

• Graduation from a college/university with major coursework in computer science, CIS, MIS, or related field.
• Experience programming Full-Stack Java applications on open-source platforms and cloud technologies.
• Experience with OOP in Java (Core Java, JDBC, Spring Boot, JSP, JSF, React) and J2EE.
• Experience with CI/CD pipelines using Jenkins, GitLab/GitHub Actions.

Responsibilities

• Oversees development of applications: design, planning, production and customer support for software systems statewide and interagency.
• Coordinates daily development: coding, testing, debugging, enforcing standards, scheduling tasks.
• Provides technical direction to staff and designs test processes for performance and stability.
• Develops project plans including requirements gathering, gap analysis, design and delivery.
• Participates in disaster response/COOP or related duties as needed.
