Jobtailor is seeking an experienced IT project manager to support WSDOT's technology modernization program, including roadway characteristics information, federal reporting delivery, and the HPMS and Linear Referencing System efforts. You will collaborate with cross-functional teams to drive scope, schedule, budget, and risk management.

You will translate complex business needs into actionable plans, present proposals to executives, and ensure project management standards compliance using PMBOK

Qualifications

  • Prior WSDOT experience.
  • Advanced project management expertise, including PMBOK and Agile.
  • Ability to manage scope, schedule, budget, and risk; lead cross-functional teams; ensure standards compliance; and proactively identify and resolve issues.

  • Clear, concise written and verbal communication skills.
  • Strong analytical ability to translate complex business needs into actionable plans, evaluate solution options, and present proposals, progress, and recommendations to executives.
  • Technical proficiency across project methodologies, tools, and the SDLC.
  • Applied problem-solving and data management experience.

Job description


  • Support WSDOT's technology modernization program for roadway characteristics information, federal reporting delivery, and the state roadway linear referencing system

  • Support the lead project manager with additional IT project management services

  • Drive scope, schedule, budget, and risk management

  • Lead cross-functional teams and ensure project management standards compliance

  • Proactively identify and resolve project issues

  • Maintain program documentation and provide timely status reporting

  • Translate complex business needs into actionable plans

  • Evaluate solution options for alignment and sustainability

  • Present proposals, progress, and recommendations to executives

  • Manage projects through concept, planning, design, execution, monitoring and controlling, closure, and hyper-care

  • Establish relationships and partnerships with technical development teams to ensure on-time deliverables

  • Support modernization of the Highway Performance Monitoring System (HPMS) and Linear Referencing System (LRS) through multiple sub-projects and workstreams


Requirements


  • Prior WSDOT experience

  • Advanced project management expertise, including PMBOK and Agile

  • Ability to manage scope, schedule, budget, and risk; lead cross-functional teams; ensure standards compliance; and proactively identify and resolve issues

  • Strong stakeholder communication, program documentation, and timely status reporting skills

  • Clear, concise written and verbal communication skills

  • Strong analytical ability to translate complex business needs into actionable plans, evaluate solution options, and present proposals, progress, and recommendations to executives

  • Technical proficiency across project methodologies, tools, and the SDLC

  • Microsoft Project and SharePoint proficiency

  • Relevant certifications such as Lean Six Sigma or CompTIA

  • Applied problem-solving and data management experience

  • Experience across project management phases: concept, planning, design, execution, monitoring and controlling, closure, and hyper-care

  • Experience working with cross-functional technical development teams

  • Experience delivering on-time project deliverables

  • Experience with large-scale public-facing SaaS/COTS software implementation projects

  • Experience leading projects using Agile or Scrum methodologies

  • Extensive technical or project experience with databases and interface products

  • Desirable: extensive technical or project experience with geospatial technologies, particularly ESRI

  • Desirable: experience delivering IT project management services to State of Washington agencies
