Job summary

Jobtailor is seeking a Senior Civil Engineer/Project Manager to lead stormwater and drainage engineering projects in Bellevue, Washington. You will oversee scope, schedule, budgets, and multidisciplinary teams, delivering design-build projects on time and within budget.

Requirements include a Bachelor's in Engineering, 8 years of experience, a Washington PE license, and proficiency with Civil3D, ORD, MicroStation, MGS Flood, WWHM, HECRAS, and PCSWMM.

Qualifications

  • Bachelor’s degree in Engineering and eight+ years of relevant experience.
  • Washington State PE license or ability to obtain within one year.
  • WSDOT HRM certification or ability to obtain within six months.
  • Proven experience in stormwater and drainage engineering, including hydrologic/hydraulic analysis and reports.
  • Experience delivering multidisciplinary and Design-Build projects.
  • Strong knowledge of WSDOT and local stormwater requirements.

  • Lead projects through scope, schedule, budget, and technical delivery.
  • Serve as primary client liaison and manage project teams.
  • Develop scopes, fee quotations, and technical proposals.
  • Provide technical guidance and mentoring to staff.
  • Coordinate staffing, risk management, and change control.
  • Prepare hydraulic reports, site plans, and water quality designs.
  • Lead smaller projects or coordinate subconsultants and resources.
  • Support business development and client relationships.

Job description

  • Manage assigned projects through their full lifecycle, from scope and fee development through delivery and closeout
  • Manage project scope, schedule, budget, technical requirements, contractual obligations, risk, and client communications
  • Manage one or more strategic projects or serve as project or discipline lead on larger multidisciplinary or mini-mega projects
  • Develop project scopes, fee quotations, technical proposals, and contracts
  • Serve as primary client liaison and manage project teams to complete scope, schedule, and budgets
  • Assist with client project scoping and contract negotiations
  • Perform stormwater and drainage technical work, including analysis, reports, design, specifications, and production
  • Implement project delivery plans and lead project management plans
  • Supervise and mentor project teams
  • Coordinate project staffing, recruitment, development, retention, succession, reporting, performance, and compensation reviews
  • Support business development, client relationships, pursuits, proposals, presentations, and interviews
  • Recruit, hire, develop, and retain staff as assigned
  • Identify and elevate risk and change management issues
  • Lead teams for smaller projects or task orders and coordinate resources and subconsultants
  • Use system tools to manage, monitor, and deliver projects
  • Provide technical guidance to team and task leads and perform technical work
  • Perform other duties as assigned
Requirements
  • Bachelor’s degree in Engineering and 8 years of relevant experience
  • 2 years task management or Deputy PM experience
  • Washington State PE license, or ability to obtain within one year
  • WSDOT Hydraulic Report Manual (HRM) certification, or ability to obtain within six months
  • Demonstrated experience in stormwater and drainage engineering, including hydrologic/hydraulic analysis, design, hydraulic reports, plans, specifications, estimates, and water quality design
  • Experience delivering multidisciplinary and Design-Build projects
  • Strong working knowledge of WSDOT and local stormwater requirements
  • Proficiency with Civil3D, ORD, MicroStation, MGS Flood, WWHM, HECRAS, and PCSWMM
  • Ability to lead teams, coordinate resources, manage risks, resolve complex technical issues, communicate with clients and stakeholders, and provide technical guidance and mentoring
  • Visa sponsorship is not available for this position
  • Master’s degree in civil engineering or related field, with emphasis in hydrology, hydraulics, or water resources (preferred)
  • 10+ years of progressive stormwater and drainage engineering experience (preferred)
  • Active Washington State PE license (preferred)
  • WSDOT HRM certification and experience applying WSDOT and local stormwater manuals (preferred)
  • Experience preparing hydraulic reports, stormwater site plans, erosion and sediment control plans, water quality treatment designs, and drainage plans (preferred)
  • Demonstrated experience on complex multidisciplinary infrastructure projects (preferred)
  • Strong client relationship, business development, proposal, and presentation experience (preferred)
  • Professional Engineer (PE) certification (preferred)
  • Project Management Professional (PMP) (preferred)
