Job summary

The Commonwealth of Pennsylvania is seeking an experienced Senior IT Project Manager to support its Strategic Portfolio Management Office (SPMO). The role will lead rollout and enterprise adoption of new PPM capabilities and support decentralized PMOs with guidance, training, and documentation.

The selected candidate will collaborate across the SDLC, configure portfolio/ program/ agile modules, and develop training materials. Remote with occasional onsite attendance in Pennsylvania.

Qualifications

• 7+ years IT project management experience in an actual PM role.
• 3+ years in program, portfolio, or agile management.
• Experience developing user guides or documentation and delivering training.
• High proficiency with enterprise-class PPM tools such as Microsoft Project.

Responsibilities

• Support project managers in adopting project planning and scheduling using enterprise PPM tools.
• Conduct demonstrations, office hours, and one-on-one sessions to help users utilize scheduling features.
• Support rollout and adoption of project change workflows within the PPM tool.
• Apply PPM business processes to configure portfolio, program, and agile modules.
• Collaborate with the SDLC team from requirements through testing.
• Lead pilot implementations and enterprise rollouts of new PPM capabilities.
• Develop and deliver role-specific training materials and knowledge base articles.
• Support decentralized PMOs in adopting standardized project and portfolio management processes.
• Contribute to governance committees for assessing and prioritizing PPM enhancements.
• Perform other related duties as assigned.
