The Program Manager will provide mid-to-senior level portfolio, program, and project management for NOAA's National Weather Service, ensuring CPIC alignment, governance, scheduling, risk, and cost tracking across the full project lifecycle.

Qualifications

• Bachelor's degree in business, management, IT, or a related field.
• Active PMP certification or equivalent.
• 5-8 years of experience supporting federal IT programs or projects.
• Strong understanding of portfolio, program, and project management methodologies.
• Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud-based collaboration tools.
• U.S. citizens due to federal contract requirements.

Responsibilities

• Provide program and project management support for NOAA portfolios, programs, and IT projects.
• Develop and maintain project schedules, IMS, risk registers, and status reports.
• Track cost, schedule, scope, performance metrics, risks, and action items.
• Support CPIC activities, including investment reporting, baseline change requests, and data calls.
• Prepare and maintain project artifacts such as plans, briefings, reports, charters, SOPs, and business process documentation.
• Facilitate governance forums, IPT meetings, and stakeholder reviews.
• Assist with budget formulation, execution tracking, and financial reporting.
• Support acquisition activities including RFIs, SOWs, RFPs, and procurement documentation.
• Provide clear, concise written and verbal communications to stakeholders.
• Support audits, independent assessments, and continuous process improvement initiatives.
