Job summary

NYS Office of Information Technology Services (ITS) seeks a Senior Enterprise Agreement Procurement Officer to lead IT procurement, contract negotiations, and vendor management across NYS agencies. The role requires navigating complex procurements, RFP/IFB development, and ensuring regulatory compliance.

Assignment may be Albany or NYC in a full-time capacity. Preferred candidates bring deep experience in indirect procurement, PMP certification, agile methods, and knowledge of e-procurement

Qualifications

• Minimum seven (7) years of progressive procurement experience, with five (5) years in procurement leadership.
• Two (2) years at management level; strong knowledge of procurement principles.

Responsibilities

• Lead and manage indirect IT procurement (SaaS, cloud, infra, professional services).
• Draft solicitations including RFPs/IFBs in collaboration with stakeholders.
• Manage bidding and sealed bidding processes for fairness and compliance.
• Negotiate terms to achieve favorable pricing, SLAs, and risk mitigation.
• Oversee vendor relationships, performance issues, and disputes resolution.
• Analyze procurement data to identify cost savings and process improvements.
• Develop procurement strategies to optimize value and efficiency.
• Prepare training materials and guide stakeholders on procurement policies.
• Ensure compliance with state procurement laws, regs, and diversity targets.
