Job summary

Washington State Department of Ecology seeks an experienced Enterprise Portfolio Manager to shape and guide the agency’s IT portfolio management program. You will support strategic IT investments across 220+ applications, infrastructure assets, and multiple program portfolios, aligning technology with agency goals.

Qualifications

• Eight years of experience and/or education related to the duties of the position.
• IT leadership – at least one year leading IT professionals or as a tech lead.
• Portfolio management – apply advanced portfolio methods to prioritize IT work.
• Data-driven decision making – use data to support decisions on IT projects and resources.
• Collaborative planning – work with leaders, teams, and partners to plan.
• Risk management – identify issues early and mitigate risks.
• Continuous improvement – evaluate and improve processes and performance.
• Education involving IT, CS, PM, or closely related field.

Responsibilities

• Guide development of the agency’s enterprise IT portfolio management program.
• Coordinate the portfolio across ITSO and environmental program portfolios.
• Maintain portfolio standards, processes, templates, and tools.
• Provide senior guidance to leadership and project teams on strategic roadmap.
• Serve as legislative partner for ITSO with key stakeholders.
• Mentor IT professionals on portfolio management practices.
• Administer annual technology certification requirements and accommodations.
• Serve as Technical Change Manager for IT teams.
