Job summary

Dallas County is seeking an experienced Business Analyst to provide strategic analysis and partner with business units to understand customer strategy, processes, and roadmap. The role involves end-to-end review of processes to identify risks across operational, financial, and technical areas.

Responsibilities include leading IT staff in design, requirements, testing, and documentation; delivering management-ready reports; and coordinating multi-discipline teams to ensure alignment with business

Qualifications

• Bachelor's degree in Business, Information Systems or related field; master's preferred.
• 5 years of related experience in business analysis or optimization projects.
• Experience delivering business analysis and/or in business transformation, PLM, or PM.
• Business Analysis, ITIL, and/or Project Management certifications preferred.

Responsibilities

• Interfaces with IT staff to design new programs, processes, and software.
• Leads requirements analysis, validation, verification, and documentation (BRD, use cases, UAT).
• Coordinates software development activities and test procedures.
• Produces statistical reports for management decision-making.
• Ensures alignment between user, funding, technical requirements and system capabilities.
• Leads cross-functional teams of analysts, programmers and end-users.
• Performs change impact analysis and documents business rules and requirements.
• Identifies and implements process improvements and data-management initiatives.
• Plans and facilitates requirements prioritization based on business value.
