Job summary

The Railroad Commission of Texas seeks an experienced IT Business Analyst IV to drive advanced business analysis for complex technology projects as part of the Technology Modernization initiative. The role focuses on requirements gathering, process improvement, UAT, and data warehousing initiatives.

Responsibilities include migrating data from mainframes to new systems, implementing SaaS/COTS solutions, and building data warehouses while ensuring quality and adherence to new processes.

Qualifications

• - Bachelor's degree in information systems, computer science, or related field.
• - 10 years of experience as a Business Analyst, including requirements and process documentation.
• - 8 years of BA experience in IT programs.
• - 4+ years of data analysis or data architecture.
• - Production Support/DevOps lead experience.
• - Experience with ticket systems and Azure DevOps.
• - Proficiency in SQL and cloud data platforms.
• - Knowledge of data governance and data security.
• - Familiarity with AI platforms such as Copilot or Kiro.
• - Experience migrating data from mainframes to modern systems.

Responsibilities

• - Analyze and document IT project business processes and requirements.
• - Define, validate, and deploy AI-enabled use cases using Copilot, Kiro, or similar tools.
• - Lead or participate in UAT testing and QA activities.
• - Oversee data migration from legacy/mainframe environments to modern systems.
• - Monitor project quality, risks, and issues with stakeholders.
• - Support production incidents and drive continuous system improvement.
• - Collaborate with IT and business units to align with enterprise architecture.
• - Manage data governance, metadata, and data lineage documentation.
