Job summary

Serco is seeking a Senior Intelligence Collection Manager / ISR SME to support the Joint Staff J-7 in Suffolk, VA. The role centers on designing, planning, executing, and assessing Joint and multinational training events focused on intelligence operations, target development, and targeting integration.

Qualifications

• Active DoD TS clearance with eligibility for SCI access.
• U.S. Citizenship.
• Bachelor's Degree in Intelligence Studies, Political Science, International Relations, Military Science, or related field.
• 8 years of relevant military, government, or industry experience supporting intelligence operations, ISR operations, collection management, or Joint military operations.
• Demonstrated experience supporting Combatant Commands, Joint Task Forces, Joint Staff, Intelligence Community organizations, or equivalent operational HQs.
• Expert-level understanding of the Joint Targeting Cycle (F2T2EA) and ISR Collection Management Cycle (TCPED).
• Experience developing Collection Management Plans, ISR synchronization products, targeting products, CISRs, intelligence estimates, and planning documents.
• Strong understanding of Joint Planning Processes, Joint Intelligence doctrine, Joint Targeting, and Multi-Domain Operations.
• Experience supporting Joint and coalition operational environments and intelligence sharing architectures.
• Exceptional analytical, writing, briefing, and communication skills; ability to brief senior leaders.
• Ability to work on-site in Suffolk, Virginia.
• Ability to travel up to 25%.

Responsibilities

• Lead Intelligence Targeting advisory activities and provide senior-level project planning and execution.
• Integrate intelligence targeting across all phases of the JTS/JELC to support training objectives.
• Provide targeting expertise, training, and materials for exercises.
• Operate targeting dissemination systems simulating real-world targeting processes.
• Develop target packages depicting targeting information across classification levels.
• Provide strategic analysis and support related to intelligence operations and information sharing.
• Develop and manage Joint Integrated Prioritized Target Lists and related targeting documents.
• Lead ISWGs and targeting boards and coordinate across organizations.
