Job summary

Leidos in Annapolis Junction, MD seeks a Senior Program Manager to lead a large Identity, Credential, and Access Management (ICAM/IdAM) contract within the SIGINT Solutions Division. You will oversee program execution, risk management, and government reporting, guiding a multi-vendor team to align with the customer’s backlog and roadmap.

This role requires TS/SCI with poly clearance, 15 years of PM experience, PMP/FAC-P/PM and/or DAWIA Level III, and knowledge of FAR/DFARS, DoD 5000, agile, and

Qualifications

• Active TS/SCI with Polygraph clearance required.
• Bachelor’s Degree from an accredited college or university.
• Fifteen years' experience as a program or project manager for similar scope and complexity.
• Experience managing multi-task contracts and multi-vendor environments.
• Must have PMP, FAC-P/PM Senior Level, and/or DAWIA Level III certification.
• Knowledge of FAR/DFARS, DoD 5000 series, and ICD 801 policies.
• Understanding of agile software development, ICAM/IdAM, and Zero Trust.
• Experience in requirements analysis, resource allocation, costing, and reporting.

Responsibilities

• Manage all contract activities to meet government requirements.
• Allocate and manage resources: staffing, facilities, budgets, and training.
• Review Integrated Program Baseline and present to the Government.
• Review and approve Estimate to Complete and other financial reports.
• Review risk and mitigation activities and report to the COR.
• Prepare program status reviews for Government PM and communicate issues.
• Ensure regulatory compliance with contract requirements.
• Review financial and technical reports before release to Government.
• Ensure cross-discipline integration to meet Government needs.
• Oversee EV, ETC, labor reporting and deliverables.
• Mentor mid-level and junior staff.
