Job summary

Umbra is seeking a Program Security Manager to lead security requirements for complex Intelligence Community programs. This on-site role is based in Reston, VA and serves as the primary security advisor to program leadership, ensuring personnel, physical, information, industrial, and cybersecurity activities are integrated throughout the program lifecycle.

Qualifications

• Bachelor's degree in security management, intelligence studies, cybersecurity, engineering, business, or related field.
• 5-8+ years of security experience, including direct experience supporting classified Intelligence Community programs.
• Active TS/SCI security clearance.
• Demonstrated experience independently managing complex, multidisciplinary security programs involving multiple organizations, facilities, systems, classifications, or security compartments.
• Strong working knowledge of Intelligence Community security policies and frameworks, including ICD 503 and ICD 705.
• Experience implementing personnel, physical, information, industrial, and operational security requirements within IC classified environments.
• Experience working directly with government security representatives and IC customers.
• Working knowledge of the National Industrial Security Program Operating Manual, 32 CFR Part 117, and applicable federal security requirements.
• Experience preparing for and supporting government security inspections, facility accreditations, system authorization activities, and compliance assessments.
• Demonstrated ability to assess risk, interpret complex security requirements, and develop practical solutions that support mission execution.
• Strong written and verbal communication skills, including the ability to brief senior leadership and communicate effectively with technical and nontechnical stakeholders.
• Ability to obtain and maintain customer-specific accesses, polygraph requirements, and additional security approvals, as required.

Responsibilities

• Lead the development, implementation, and administration of integrated security programs supporting classified Intelligence Community activities.
• Serve as the primary security liaison among program leadership, government security representatives, customers, subcontractors, and internal security organizations.
• Interpret and implement Intelligence Community directives, contract security requirements, classification guidance, and customer-specific security policies.
• Develop and maintain program security plans, standard operating procedures, classification guides, training materials, and other security documentation.
• Manage personnel security requirements, including clearance verification, access eligibility, indoctrinations, debriefings, visit certifications, and need-to-know determinations.
