Job summary

The City of Oakland is seeking an experienced Supervising HR Systems Analyst to join the Finance Department’s Payroll Bureau. In this leadership role, you will oversee the day-to-day operations of the City’s HRIS/ERP systems, ensure the integrity and accuracy of payroll and HR functionality, and guide the implementation of system improvements that enhance efficiency and service delivery.

Qualifications

• Knowledge of HR and payroll business processes and supported automated HRIS payroll systems, preferably Oracle EBS R12.
• Strong SQL and data analysis skills to troubleshoot complex system issues.
• Experience with end-to-end payroll operations in an ERP environment.
• Experience configuring Oracle HR and Payroll modules and integrations.
• Familiarity with fast formulas and regulatory requirements (FLSA).
• Ability to communicate with technical and non-technical stakeholders and lead a team.

Responsibilities

• Lead and oversee HRIS/payroll systems analysis, requirements, testing, upgrades, and support.
• Review processes, troubleshoot issues, and identify improvement opportunities.
• Manage system security and Oracle Time and Labor (OTL); liaise with IT on integrations.
• Provide technical guidance to Payroll Bureau and other City departments.
• Evaluate new programs/modules and advise on feasibility and implementation.
• Set goals, policies, and procedures; maintain system documentation and work plans.
