Job summary

Ottawa County in West Olive, MI seeks an experienced HR Manager to oversee daily HR operations, ensure legal compliance, and support the HR Director in planning and implementing countywide policies and programs.

Responsibilities include supervising HR staff, developing talent, managing labor relations, and driving leadership development while maintaining excellent service to county departments and employees.

Qualifications

• Bachelor’s degree in HR, Public Administration or related field; Master’s degree preferred.
• Five years of progressively responsible experience in public sector human resources.
• Strong knowledge of federal and state employment laws and regulations.

Responsibilities

• Oversee daily operations of the HR Department, ensuring effective workflows and policy compliance.
• Supervise HR staff, assign work, evaluate performance, and support professional development.
• Assist HR Director in planning, developing, and implementing countywide HR strategies and programs.
• Develop policies to attract, retain, reward, and motivate a qualified workforce.
• Support leadership development initiatives and succession planning.
• Advise department heads on employee relations and HR best practices.
• Participate in labor relations, including contract interpretation and grievances.
• Review laws and regulations to ensure ongoing compliance across HR functions.
• Investigate discrimination and employment-law issues and recommend dispositions.
• Prepare data reports for HR policies, contracts, and issues.
• Serve on bargaining team and develop economic/non-economic proposals.
• Contribute to annual operating and capital budget requests.
• Act as department lead in the Director’s absence.
• Perform other duties as assigned.
