Job summary

City of Austin, including the Austin Public Library, seeks a Human Resources Manager II to direct and supervise HR activities across City departments. The role partners with executive leadership to implement HR programs, oversee budgets, and ensure policy alignment with organizational goals.

The position requires a Bachelor’s degree with 6 years HR experience (2+ in supervision), and offers telework opportunities after onboarding, with a 40-hour workweek and exempt status.

Qualifications

• Bachelor’s degree from an accredited college or university in a field related to the job, plus six years of related HR experience, including at least two years in a supervisory capacity.
• Experience may substitute for one year of the required education up to a maximum of four years.
• Preferred: SHRM-SCP, SHRM-CP, SPHR, and/or PHR certification or ability to obtain within six months of hire.
• Demonstrated experience leading HR functions: Employee & Labor Relations, Compliance & Quality Assurance, Employment & Compensation, Payroll & Timekeeping, Benefits & Leave Administration, Organizational & Employee Development, and Safety & Workers’ Compensation.

Responsibilities

• Directs, manages, and supervises all HR functions for City departments with large employee populations.
• Partner with executive management to analyze HR programs and resolve complex HR issues.
• Oversee budget, cost estimates, and capital expenditures for HR projects.
• Ensure policies, programs, and practices align with department and City goals.
