About This Position
Purpose:
Under minimal direction, this position directs, manages, and supervises the activities and operations of all functional human resources (HR) areas for entire City departments with medium-to-large regular employee populations and/or complex operations or City-wide responsibilities.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Partners with executive management on HR programmatic analysis, in the achievement of objectives and in resolution of complex HR-related issues, providing direct operational oversight, advice, and analytical support within the assigned department.
Ensures program efforts, policies, and programs are in alignment with goals and objectives of the department as well as the City.
Supports and partners with senior leaders and City and Departmental Executive management to implement enhancements, monitor trends that could impact operations and efficiencies, improve policies and procedures, provide solutions and recommendations for practice and process improvements, and identify training needs and solutions to improve operational efficiency and service quality.
Develops and implements standard operating practices and procedures, as necessary.
Manages assigned budget and provides input to the annual budget process; prepares cost estimates and recommendations; monitors, administers, and controls budget allocation; authorizes expenditures; and recommends and justifies capital expenditures.
Directs implementation and administration of assigned project or process; assigns projects, sets schedules, and monitors task completion for timeliness, accuracy, and effectiveness; performs quality checks of program-related data and personnel; prepares and reviews reports to monitor and communicate performance results; and directs HR team in implementation of agreed upon actions until the problem has been resolved.
Communicates section/division, project, and program information to management and others; represents the City at a variety of meetings and events and on committees regarding services, programs, plans, and projects.
Serves as a liaison and advisor within the department and between the department HR and other City departments, agencies, and other external organizations by providing guidance on and interpretation of applicable systems, policies, procedures, strategies, process workflows, and regulations; monitors compliance with policies, regulations, laws, and program objectives.
Investigates and responds to complaints from managers and employees and makes recommendations.

Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to job, plus six (6) years of related HR experience, including at least two (2) years of which were in a supervisory capacity.
Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
Licenses and Certifications Required:
None.
Preferred Qualifications:
SHRM-SCP, SHRM-CP, SPHR, and/or PHRcertification, or the ability to obtain within six (6) months of hire.
Demonstrated experience in leading and managing the following Human Resources key functional areas: Employee & Labor Relations, Human Resources Compliance & Quality Assurance, Employment & Compensation, Payroll & Timekeeping, Benefits & Leave Administration, Organizational & Employee Development, and Safety & Workers’ Compensation.
Excellent communication skills across verbal, written, and digital channels.
Demonstrated ability to identify and develop the strengths and areas of opportunity of direct reports to build skills and maximize productivity.
Extensive experience in performance and behavioral (conduct) management.
Demonstrated experience in developing and delivering workplace training on Human Resources-related topics to employees at all levels and to large groups.
Substantial experience in developing and updating policies and procedures, and implementing process improvements.
Demonstrated experience in managing operational budgets, including budget preparation, financial tracking and analysis, and financial forecasting.
Strong change management skills.
Extensive experience working with different leadership styles and people of diverse backgrounds.
Experience in handling complex issues in a Municipal Civil Service environment.
Ability to travel to more than one work location.
Human Resources Manager II – Job Analysis
Under minimal direction, the Human Resources Manager II is responsible for directing, managing, and supervising the activities and operations of all functional Human Resources areas for the Austin Public Library. The ideal candidate must possess strong critical thinking skills and demonstrate sound judgment to handle complex matters; and must possess excellent listening, problem solving, oral and written communication skills. In addition, the ideal candidate must have strong consultative skills with a keen ability to guide and influence others, build trust, and maximize relationships with employees at all levels.

Salary Range:
$96,180 to $123,100 annually
Hours:
Exempt/Full Time/40.0 hours minimum per week
Monday – Friday, 9:00 a.m. to 6:00 p.m.
Hours may vary based on operational or business needs; evenings and weekends may be required on occasion
