Job summary

The Southwest Virginia Regional Jail Authority is seeking a qualified Human Resources Manager to oversee the Authority’s HR and payroll functions from its Abingdon, VA location. This role handles recruitment, employee relations, compensation, benefits, payroll, records, and performance management.

Responsibilities include advising management, ensuring compliance with federal and Virginia laws, conducting investigations, overseeing benefits and payroll, and maintaining records.

Qualifications

• Bachelor’s degree in HRM, business administration, or related field.
• 5 years of progressively responsible HR experience with supervisory experience preferred.
• Strong management, organizational, interpersonal, and communication skills.
• Proficiency with HR, payroll, benefits, and related computerized systems.
• Knowledge of federal and Virginia employment laws and regulations.
• Valid driver’s license and ability to travel between Authority facilities as required.

Responsibilities

• Manage and administer comprehensive human resources programs and services.
• Advise management on employee relations, performance management, workplace conduct, accommodations, and personnel matters.
• Monitor compliance with applicable federal and Virginia employment laws and regulations.
• Coordinate employee complaint and workplace investigations.
• Oversee recruitment, selection, onboarding, retention, and employee engagement initiatives.
• Administer employee benefits, leave programs, workers’ compensation, and payroll functions.
• Oversee personnel records and ensure confidentiality, security, and appropriate retention.
• Administer compensation and position classification programs.
• Develop and maintain position descriptions and recruitment postings.
• Provide guidance and training to management regarding human resources policies and compliance.
