Job summary

The Southwest Virginia Regional Jail Authority is seeking a qualified and experienced Human Resources Manager to oversee the Authority’s human resources and payroll functions. This position leads recruitment, employee relations, benefits, payroll, records, performance management and compliance in a correctional environment.

Qualifications

• Bachelor’s degree in Human Resource Management, Business Administration, or related field.
• Five (5) years of progressively responsible human resources experience with supervisory experience preferred.
• Strong management, organizational, interpersonal, and communication skills.
• Proficiency with Microsoft Office and HR, payroll, benefits systems.
• Thorough knowledge of federal and Virginia employment laws and regulations.
• Valid driver’s license and ability to travel between Authority facilities as required.
• Professional HR certification, such as SHRM or PHR, preferred.

Responsibilities

• Manage and administer comprehensive human resources programs and services.
• Advise management on employee relations, performance management, workplace conduct, accommodations, and personnel matters.
• Monitor compliance with applicable federal and Virginia employment laws and regulations.
• Coordinate employee complaint and workplace investigations.
• Oversee recruitment, selection, onboarding, retention, and employee engagement initiatives.
• Administer employee benefits, leave programs, workers’ compensation, and payroll functions.
• Oversee personnel records and ensure confidentiality, security, and appropriate retention.
• Administer compensation and position classification programs.
• Develop and maintain position descriptions and recruitment postings.
• Provide guidance and training to management regarding human resources policies and compliance.
