Ho-Chunk, Inc. in Fairfax, VA is seeking a Senior HR Generalist to partner with leadership, program managers, and staff across our federal contracting portfolio.

The role blends full-cycle HR, onboarding, and compliance with a strong emphasis on talent acquisition for cleared staffing and HR data analytics. The candidate will leverage data-driven insights to optimize workforce metrics, support recruiting for active federal proposals, and ensure OFCCP, SCA, and EEO compliance.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration or related field.
• 5–7 years of progressive HR Generalist experience, including at least 3 years in federal government contracting.
• Strong analytics and reporting skills using HRIS/ATS/Excel/Tableau/Power BI.
• Knowledge of OFCCP, EEO, SCA wage determinations, and FLSA classifications.

Responsibilities

• Lead full-cycle recruiting for technical, administrative, and cleared staff supporting federal contracts and proposals.
• Develop and report on HR metrics (Time-to-Fill, Cost-per-Hire, Offer Acceptance, turnover) for leadership.
• Maintain HR data ecosystem and dashboards in Dayforce/Power BI to drive workforce decisions.
• Ensure regulatory compliance and oversee onboarding, PIPs, and employee relations per federal requirements.
• Coordinate with program managers on labor categories and talent pipelines with active security clearances (Secret/TS/TS/SCI).
• Create SOPs for multi‑state onboarding and global mobility (OCONUS).
• Manage candidate communications and handoffs to background screening and clearance verification.
