Job summary

Ho-Chunk, Inc. in Fairfax, VA seeks a Senior Human Resources Generalist to serve as a strategic partner, blending full-cycle HR with a heavy emphasis on talent acquisition for cleared federal staffing and data analytics.

You will drive recruiting funnels for federal proposals, ensure OFCCP, SCA, and EEO compliance, and deliver dashboards and reports using Dayforce, Power BI, and Excel. This role is hybrid with occasional travel.

Qualifications

• Bachelor’s degree in HR, Business Administration, or a related field.
• 5–7 years of progressive HR Generalist experience, with at least 3 years explicitly within a federal government contracting environment.
• Technical Recruiting Mastery: Sourcing and hiring across complex technical fields with active clearances.
• Analytics capabilities: manipulate and visualize data in HRIS, ATS, or spreadsheets to produce actionable insights.
• Regulatory knowledge: OFCCP, EEO, SCA, and FLSA knowledge.

Responsibilities

• Manage full-cycle recruiting for technical, administrative, and cleared personnel supporting active federal contracts and upcoming task orders.
• Partner with Program Managers to define labor categories and build pipelines of talent with active clearances (Secret, Top Secret, TS/SCI).
• Conduct rapid target sourcing and surge staffing to meet tight timelines for proposals and contract wins.
• Oversee candidate communications through ATS and handoff to background screening and clearance verification.
• Establish, track, and report on HR KPIs such as Time-to-Fill, Cost-per-Hire, Offer Acceptance, and Attrition.
• Maintain HR data ecosystems and dashboards to support strategic people goals and KPIs.
• Audit data for regulatory alignment with OFCCP, EEO, SCA, and local Virginia employment laws.
• Deliver predictive insights to inform resource planning and talent strategies.
