The Oregon Health Authority seeks a Senior Human Resource Business Partner to lead complex employee and labor relations in a fast-paced environment. You will collaborate with leadership to resolve workplace challenges, interpret CBAs, and manage investigations in a hybrid Salem, Oregon setting.

You’ll play a pivotal role in guiding policy interpretation, workforce planning, and organizational change while upholding fairness and confidentiality across the agency.

Competenze

• Understanding of collective bargaining agreements, employment policies, employment law and related HR regulations.
• Ability to interpret and apply complex legal and policy frameworks to workforce scenarios.
• Experience in labor and employee relations including advising management on CBA, policy interpretation, investigations, and disciplinary documentation.

• Advise leadership on employee and labor relations, including union interactions.
• Partner with leaders to solve workplace challenges and support organizational change.
• Conduct fact-finding investigations and prepare clear, well-supported reports and disciplinary documentation.
• Consult with management to ensure compliant HR practices and policy adherence.
• Balance competing priorities while maintaining professionalism and confidentiality.
• Provide trusted HR guidance to diverse internal and external customers.
