Job summary

City of Longmont seeks an Housing Investment Manager to lead the Housing and Community Investment Division's planning and development efforts, including inclusionary housing, land acquisition, and financing for affordable housing projects.

The role requires coordinating with multiple City departments, presenting to City Council and advisory boards, and managing staff to advance long-term housing investment goals. A strong background in planning and public administration is essential.

Qualifications

  • Bachelor's degree and 4–5 years professional housing/community development experience, including supervision.
  • Master's Degree may substitute for professional experience.
  • Funding/Finance Certification from Neighborworks and/or Rental Housing Development Certification from NDC, or ability to become certified within 6 months; AICP certification preferred.

Responsibilities

  • Develop and implement the HCI Division's planning and development goals and priorities to meet city housing investment objectives.
  • Represent the City in housing development, land acquisition, and inclusionary housing matters; participate in public meetings.
  • Prepare agenda items for City Council, advisory boards, and committees involved in housing planning and development.
  • Collaborate with Planning Division and other departments on land development code updates affecting affordable housing.
  • Administer housing components of the Consolidated Plan for CDBG funding and HOME/City plans.
  • Direct and supervise staff in Housing Investment programs and development projects.
  • Oversee underwriting of affordable housing projects, financing options, and incentive structures.
  • Ensure consistent customer service and compliance across housing programs.
