Job summary

EXP is seeking a Senior Highway Project Manager for our Tampa, FL office. You will lead complex highway and multi-modal transportation projects, manage client relationships, and drive successful delivery through all project phases.

The role requires a Civil Engineering degree, 15+ years in highway delivery, and a Florida PE license, with a track record of leading multidisciplinary teams and ensuring regulatory compliance.

Qualifications

• Bachelor of Science or higher in Civil Engineering or a related discipline.
• 15+ years of progressive experience in highway and transportation project delivery.
• Minimum 5 years of post-registration experience as a licensed Professional Engineer.
• Licensed PE in the State of Florida.
• Demonstrated success managing highway projects, including oversight of multidisciplinary teams.
• Strong technical background in highway design, transportation engineering, and FDOT agency standards.

Responsibilities

• Lead and manage the full lifecycle of highway and multi-modal transportation projects from concept through final design and construction.
• Oversee project scope, schedule, budget, risk management, and quality assurance for multiple concurrent projects.
• Provide senior-level technical guidance on highway design and transportation engineering.
• Direct and review the preparation of plans, specifications, cost estimates, bid packages, and bridging documents.
• Serve as the primary client liaison, ensuring strong communication and long-term relationship development.
• Coordinate with internal teams and external stakeholders including FDOT, municipalities, contractors, and partnering consultants.
• Ensure compliance with AASHTO, MUTCD, FDOT standards and other regulatory requirements.
