Job summary

Maryland Department of Health's Medicaid Office of Innovation, Research and Development seeks a Health Policy Analyst to provide expert consultation on Medicaid policies, develop position papers, and lead priority projects for the IRD. The position evaluates existing programs and informs decision‑makers with reliable findings.

The role includes coordinating with senior leaders, supervising junior analysts, attending stakeholder meetings, and supporting health system reform initiatives.

Qualifications

• Education: A Bachelor's degree from an accredited college or university.
• Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
• Notes: Masters degree can substitute for one year; Doctorate can substitute for two years.

Responsibilities

• Provide expert consultation on Medicaid-related policies and develop position papers for IRD leadership.
• Initiate, plan, design and execute Medicaid program projects and evaluate existing programs.
• Review work of lower-level Health Policy Analysts for validity and reliability of findings.
• Lead and mentor other analysts on high-priority Medicaid policy and data analysis projects.
