Job summary

Capstone Analytic seeks a Senior Operations Research Systems Analyst to support federal health IT modernization, portfolio management, and acquisition planning. You will conduct analytical studies, develop decision frameworks, and brief senior leaders with evidence-based recommendations.

The role requires strong quantitative skills, experience with ORSA, and the ability to work with government clients and demanding stakeholders in a fast-paced environment.

Qualifications

• Bachelor’s degree in a related field (e.g., OR/Systems Analysis/Health IT)
• 8+ years of relevant experience in ORSA, systems analysis, or federal decision support
• Experience with federal government programs, ideally DoD/Health IT
• Experience with DoD acquisition processes or major program decision support
• Experience supporting healthcare, health IT, EHR modernization, or enterprise IT modernization
• Strong quantitative and qualitative analytical skills and ability to brief leadership

Responsibilities

• Lead operations research and decision-support activities for complex federal health IT programs
• Develop analytical frameworks to evaluate modernization initiatives and portfolio tradeoffs
• Conduct cost-benefit, risk, and sensitivity analyses; perform performance analysis
• Support portfolio governance, roadmap development, and performance monitoring
• Prepare executive briefing materials, dashboards, white papers, and decision packages
• Translate complex analyses into clear, actionable recommendations for senior leaders
