Job summary

Exigent Services seeks an Operations Research and Systems Analyst (ORSA) III to support the U.S. Cyber Command at Fort Meade, MD. You will apply advanced OR and data science to cyberspace campaigns, conduct quantitative analysis, and develop innovative solutions to complex problems.

Responsibilities include modeling, statistical analysis, data transformation, and advising stakeholders on data usage, with occasional Agile SCRUM Master duties to guide processes and teams.

Qualifications

• Bachelor's degree in Operations Research, Computer Science, Cybersecurity, Computer Engineering, Data Science or related discipline.
• Minimum of 10 years of experience as an Operations Research Analyst or Data Scientist.
• deep understanding of cyberspace doctrine, policies, plans, operations, and organizations.
• Demonstrates ingenuity and resourcefulness in research, briefings and analyses.
• Develops or revises policies and guidelines using OR principles to improve workflows.
• Analyzes data related to complex planning or operational metrics.
• Advises and collaborates with stakeholders to optimize data usage and information sharing.

Responsibilities

• Provide operations research analysis/data science support for assessment of cyberspace campaigns and contingency plans.
• Analyze actual and predictable interacting operational activities of systems for quantitative decision-making.
• Devise modeling and measuring techniques using mathematical and statistical methods.
• Apply advanced technologies and scientific principles to improve performance and efficiency.
• Assist in data assessment strategies including sampling, analysis, evaluation, and management assessment.
• Develop cost-benefit analysis, data collection, risk analysis, and simulation models.
• Deliver integrated solutions to meet changing business needs.
• Plan programs and recommend technological applications to long-range objectives.
• Inspect, clean, transform, and model data to highlight information for decision-making.
• Translate user needs into requirements and develop solutions.
• Recommend improvements to documentation and development process standards.
• Design or implement complex database interfaces/queries.
• Research and coordinate new requirements to meet organizational needs.
• Recommend new technologies for complex software development projects.
• Leverage large data set analysis and ensure study results are accessible, interpretable, and documented.
• As required, act as an Agile process SCRUM Master.

Join Exigent Services as an Operations Research and Systems Analyst (ORSA) III who supports the U.S. Cyber Command (USCYBERCOM) Directorates in Fort Meade, MD by bringing in-depth understanding and expertise to one or more aspects of service or joint missions, processes, and culture. Apply your advanced consulting skills and extensive technical expertise to develop innovative solutions to complex problems.

• Provide operations research analysis/data science support for assessment of cyberspace campaigns and/or contingency plans
• Analyze actual and predictable, interacting, operational activities of systems to obtain a quantitative, rational basis for decision-making through the application of logic and scientific or economic disciplines and techniques
• Devise modeling and measuring techniques, and utilize mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles and laws of scientific and economic disciplines to investigate complex issues, identify, and solve problems, and aid better decision making
• Apply and/or develop highly advanced technologies, scientific principles, theories, and concepts to assist organizations in advancing performance and operating more efficiently
• Assist in addressing requirements and the evaluation of data assessment strategies: sampling, statistical analysis, evaluation, flow processing, and management assessment strategies
• Develop cost-benefit analysis, data collection, data analysis, risk analysis, simulation model execution, economic analysis, and operational effectiveness studies.
• Deliver innovative, flexible, integrated solutions to meet changing business needs
• Assist in the planning of programs and recommend technological application programs to accomplish long-range objectives
• Inspect, clean, transform, and model data to highlight useful information, suggest conclusions, and support decision-making
• Provide technical assistance for analyzing user needs, translating them into requirements, and developing associated solutions
• Make recommendations for improving documentation and development process standards
• Design or implement complex database or data repository interfaces/queries
• Research, test, build, and coordinate the integration of new requirements to meet organizational needs
• Recommend new technologies and research processes for complex software development projects
• Leverage knowledge of large data set analysis and perform research to ensure study results are properly accessible, interpreted, and documented
• As required, acts as an Agile process SCRUM Master

• Bachelors degree in Operations Research, Computer Science, Cybersecurity, Computer Engineering, Data Science or related discipline
• Minimum of 10 years of experience as an Operations Research Analyst or Data Scientist
• Possesses an in-depth understanding of cyberspace doctrine, policies, plans, operations, and organizations
• Exhibits an high degree of ingenuity, creativity, and resourcefulness during the conduct of research and development and preparation of documents, briefings, and analyses which may include narrative, tabular, and graphic materials
• Develops or revises policies, procedures, standards, guidelines, and objectives using operations research principles and/or techniques to improve team workflow and/or work processes
• Analyzes, reports, and develops recommendations on data related to complex planning or operational metrics
• Substantively contributes to uncovering and resolving issues associated with the development and implementation of planning or operational programs
• Substantial experience advising and collaborating with stakeholders to evaluate data, optimize data usage, and promote information sharing
