Job summary

Blackrock Strategy is seeking an experienced Operations Research/Systems Analyst (ORSA) to provide advanced analytical and data science support to Task Force RAPTR technology experimentation and assessment activities.

This position serves as an analytical lead for complex experimentation efforts with emphasis on operations research, experimental design, MOEs/MOPs, and analytical frameworks. The ideal candidate translates operational problems into measurable objectives for government stakeholders.

Qualifications

• Active TS/SCI clearance required.
• Bachelor’s degree in an analytical field.
• Minimum 8 years in OR, data analysis, or related fields.
• Experience with MOEs, MOPs or metrics development.
• Proficiency with Python, R, SAS, SPSS, JMP, MATLAB or similar.
• Data visualization, SQL, or related data-analysis tech.
• Strong written and stakeholder coordination skills.
• Ability to support field experimentation and on-site work.

Responsibilities

• Design analytical frameworks translating operational problems into measurable objectives.
• Develop MOEs/MOPs and data-collection approaches for demonstrations.
• Conduct quantitative and qualitative analysis using statistical methods and modeling.
• Evaluate technology performance for evidence-based decisions.
• Develop models, tools, and visualizations for stakeholders.
• Provide QA for BoE products with rigorous methodology.
• Apply AI/ML and predictive analytics to improve methods.
• Coordinate with stakeholders on data requirements and approaches.
