Qualifications

• Knowledge of grants management methods and procedures to administer awards and modifications.
• Ability to analyze recipient financial data and performance reports for compliance.
• Strong written and oral communication skills to present analysis and findings.
• Negotiation and resolution skills with recipients and program officials.
• Ability to manage competing priorities and deadlines with moderate independence.
• Analytical capability to assess difficult grants-management issues and propose options.

Responsibilities

• Interpreting federal grant regulations, FEMA policies, notices of funding opportunity, and program guidance
• Reviewing complex grant applications, awards, amendments, monitoring findings, and closeout matters
• Advising FEMA on grant eligibility, compliance, risk, and corrective actions
• Resolving escalated inquiries from recipients, applicants, and program personnel
• Supporting program planning, implementation, and continuous improvement
• Leading complex monitoring and compliance reviews
• Developing guidance, procedures, decision papers, and technical-assistance materials
• Reviewing the work of Level II SMEs for accuracy and consistency
• Mentoring junior grants-management personnel
• Supporting audit responses and resolution of questioned or unsupported costs
