Job summary

AC Disaster Consulting, LLC seeks a Senior Grants & Finance Advisor to provide full-time support to the Harris County Flood Control District Finance Department. The role focuses on grant financial management, accounting, and process improvements to ensure compliance with federal requirements.

The ideal candidate has 5+ years of government/grant accounting experience, strong analytical skills, and proficiency in MS Word and Excel.

Qualifications

Bachelor's degree in relevant field.
5+ years of governmental/grant accounting experience.
5+ years experience in grant financial management and accounting.
Proficiency in MS Word and Excel.

Responsibilities

Review grant accounting policies, procedures, workflows, internal controls, and financial management practices.
Identify gaps, inefficiencies, compliance risks, manual processes, and opportunities for improvement.
Develop and improve SOPs, desk procedures, internal controls, reconciliation processes, reimbursement procedures, reporting practices, and QA/QC tools.
Provide guidance on grant accounting, allowable costs, documentation, reconciliations, reimbursements, financial reporting, audit readiness, and compliance.
Assess practices against federal grant requirements, including 2 CFR Part 200, where applicable.
Work with leadership and staff to develop practical recommendations and implementation plans.
Facilitate meetings and working sessions with leadership, finance staff, auditors, consultants, and other stakeholders.
Support implementation through procedures, templates, training materials, tools, and staff guidance.
