Job summary

AT&T Global Public Sector in Columbia, Maryland seeks a Senior Program Manager to lead complex government contracts, coordinating cross-functional teams and multi-vendor efforts. The role requires 15–20 years of program management experience, and certifications in PMP/FAC-P/PM/DAWIA.

Candidates must meet clearance requirements and drive strategic roadmaps and measurable service improvements. The position offers full-time hours with on-site presence in Columbia, MD and a comprehensive benefits

Qualifications

• Fifteen (15) to twenty (20) years of experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity.
• Direct experience in managing multi-task contracts and subcontracts and leading a multi-vendor environment.
• Familiarity with FAR/DFARS, DoD 5000 series, and ICD 801 policies.
• Experience in requirements analysis, resource allocation, project costing, deliverable tracking, scheduling and financial data monitoring.
• At least five (5) years of demonstrated experience in funds and resources management with complex reporting such as Earned Value.

Responsibilities

• Coordinating with Service Managers and client Service Owners to understand customer needs.
• Coordinating with Technology Operations Manager, CTO, and Service Managers to develop strategic technical roadmaps for the program areas.
• Identifying and implementing ways to improve performance and reliability of services through enhanced monitoring and reduced touchpoints.
• Developing technical insertion proposals highlighting new technologies for the client's environment.
• Coordinating with Service Managers to ensure services are secure, reliable, and resilient.
• Developing relationships with AT&T product teams and sharing information with Technical Operations Manager, CTO, and project Service Managers.
• Collaborating with internal/external vendors to gather information on technologies relevant to the mission.
• Coordinating with RIS I Continuous Service Improvement for root cause insights.
• Ensuring service solution documentation and training is available for Ops, field support, and neighborhood managers.
• Provide engineering oversight to Service Manager teams, ensuring designs include monitoring, deployment procedures, troubleshooting processes, and measurability.
