Job summary

Qualifications

• Bachelor’s degree in Accounting, Public or Business Administration or related field; or equivalent combination of education, training and experience.
• Five (5) years significant experience in public government procurement; or equivalent experience, training and education.
• Accreditation as CPM/CPPO/CPPB is preferred; valid Driver’s License required.

Responsibilities

• Regularly assigns work to other employees and supervises related activities.
• Provides recommendations on hiring, schedules, evaluates performance, handles grievances and promotions.
• Makes final decisions on training, time off, and coaching of employees.
• Administers centralized procurement program ensuring compliance with federal, state, and local laws and policies.
• Plans and manages competitive procurement processes (IFBs, RFPs, RFQs, SOQs).
• Develops, negotiates, and administers contracts and procurement agreements; maintains records and documentation.
• Provides procurement leadership and guidance to County departments, coordinating with the County Attorney’s Office as needed.
• Leads strategic sourcing and contract management by researching markets and negotiating terms.
• Coordinates procurement communications, vendor relations, notices of award/non-award, and dispute resolution.
• Monitors procurement performance and implements improvements; safeguards confidential information.
