Job summary

FloridaCommerce seeks a Government Operations Consultant III to oversee contract and grant management within the Community Economic Development (CDBG) unit. The role requires independent judgment, strong technical assistance to local governments, and monitoring responsibilities for federal sub-grants.

Qualifications

• Experience developing, administering and monitoring State and Federal grants and contracts.
• Knowledge of State purchasing procedures.
• Ability to coordinate activities with partners.
• Ability to work independently and meet deadlines with integrity.
• Excellent written and verbal communication skills.

Responsibilities

• Identify and develop contract/grant resources, tools, and process improvements for CDBG.
• Serve as an advocate for the CDBG program and participate in team assignments and special projects.
• Manage federal sub-grants to local governments for housing, infrastructure, and development projects.
• Coordinate agreement changes, cost analyses, and post-audits; maintain logs and tracking systems.
• Develop goals for contract/grant administration and update related policies and procedures.
• Administer CDBG program agreements including interagency and MOUs; coordinate reviews with GC, OFM, OBM, and executives.
• Prepare risk analyses and monitoring plans; monitor sub-grants via calls and on-site visits.
• Review and process correspondence, payment requests, and closeout documents for compliance.
• Review sub-grant applications and prepare contract award documents.
• Maintain contract files and enter data into the grant tracking system.
• Provide technical assistance to local governments and consultants as needed.
• Participate in training and workshop delivery for local governments and consultants.
