Job summary

FloridaCommerce seeks a Government Operations Consultant III to lead contract and grant management for the Community Development Block Grant (CDBG) program in Tallahassee. You will independently identify process improvements, manage federal sub-grants to local governments, and ensure compliance with federal and state requirements, while coordinating with diverse partners.

You will develop policies, analyze costs, monitor agreements, and provide technical assistance.

Qualifications

• Experience in developing, administering and monitoring State and/or Federal grants and contracts.
• Knowledge of State purchasing procedures.
• Ability to coordinate and manage activities with other partners.
• Ability to work independently with sound judgment while representing the Department’s best interest.
• Requires the highest level of contract and grant management knowledge, skills and abilities.
• Excellent verbal and written communication skills with outstanding customer service.
• Ability to meet deadlines with accuracy, customer service, or ethics.
• Ability to interpret statutes, administrative rules, and federal regulations.
• Possess effective public speaking ability.
• Ability to compile data from various sources and present it logically.
• Create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
• Ability to perform overnight travel for an extended period of time.
• Ability to work independently and as a member of a team.

Responsibilities

• Manage federal sub-grants to local governments for housing, public infrastructure, economic development and other projects, ensuring compliance with federal and state requirements.
• Provide technical assistance to local governments and consultants on grant administration and program requirements.
• Develop and revise contract and grant policies and procedures; coordinate amendments, cost analyses, and closing out processes.
• Maintain and update grant tracking systems and logs; monitor sub-grants and prepare detailed monitoring reports.
• Prepare award documents, review applications, and ensure compliance with statutory and program regulations.
• Conduct training and webinars for local governments and consultants to improve grant management.
• Facilitate agreement reviews with General Counsel, CFO, Budget, and executive leadership; assist in negotiations as needed.
• Produce data-driven reports and analyses to support program decisions; communicate findings to stakeholders.
• Perform other duties as assigned.
