Advanced Technology and Research Corporation (ATR) in Konterra/Beltsville, MD is seeking a Senior Contracts Manager to lead government contracting activities and cradle-to-grave contract administration.

The role requires 12+ years in contracts with federal exposure, plus strong FAR/DFARS knowledge and DoD clearance eligibility. You will draft/subcontract documents, manage a small staff, and coordinate with leadership to ensure compliance.

Qualifications

• Minimum Bachelor's degree in a related field.
• 12+ years of progressive contracts experience with federal exposure.
• Strong knowledge of FAR, DFARS, SBA rules, and related regulations.
• US citizen with ability to obtain DoD Secret clearance.
• Experience with government contractor ERP systems (Deltek Costpoint) is preferred.

Responsabilités

• Serve as primary POC for contracting personnel with government and external stakeholders.
• Review solicitations, identify requirements, risks, and compliance obligations.
• Prepare responses to reps, certs, and other conditions; draft subcontracts and NDAs.
• Monitor contract funding, deliverables, and POPs; initiate modifications as needed.
• Administer the company’s contract portfolio and maintain CPSR-compliant files.
• Lead a contracts staff and collaborate with management across functions.
• Participate in federal contract audits (DCAA, DCMA) and resource planning.
